Best place to go get userpics, and what are the general rules involved with them?

User pics! There are lots of places. ^_^ Live Journal has an auto cropper. If you try to upload a big picture I think it takes you to it automatically. Just helps you crop pics. *Shrugs* I've never used it though but I know other people who have.

There are a lot of LJ Icon Communities. In the search bar on LJ, if you change the search to "interest" and type "Icons". . .it will give you a big list usually. ( all_icons musicicons icon_aholic icons_r_us rockman_icons animeicons to name a few. )

Sometimes when you find a community, people will post to it using their icon journal! Then you can browse through their icon journal if you like their style. ^_^ It goes on from there.

There should be rules on how to use other people's icons. But typically it is always the same. To give credit in the "comments" section of the icon. Usually putting an LJ tag: <lj user="anibunny">

Your best bet is to check LJ communities and not snagging them out of people's profiles. It is safer that way. ^_~
